Peter has more than 20 years of experience in hydropower, water resources, fisheries science, and environmental compliance across both the public and private sectors. Throughout his career, he has led multidisciplinary projects for federal agencies, utilities, and environmental organizations, including the U.S. Bureau of Reclamation (USBR), U.S. Army Corps of Engineers (USACE), PacifiCorp, and Chelan PUD. His expertise includes fisheries population modeling, habitat assessment and restoration, fish passage, telemetry, quantitative analysis, and regulatory compliance under the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and Clean Water Act (CWA).

Peter earned a Bachelor of Arts in Biology and Environmental Science from Lawrence University and a Master of Science from Cornell University. He is a Certified Fisheries Professional (CFP-C) and previously served as President of the Oregon Chapter of the American Fisheries Society.
